The Ministry of Defence and Veteran Affairs (MODVA) headquarters project in Mbuya continues to make headlines as one of Uganda’s most ambitious government infrastructure undertakings. On 4th September 2025, the Chief of Defence Forces (CDF), General Muhoozi Kainerugaba, inspected the site and commended the visible progress made so far.
The twin-tower complex, now standing at 50% completion, is steadily shaping into a state-of-the-art facility that will redefine military administration in Uganda. Designed to host advanced ICT systems, secure offices, and modern command facilities, the new MODVA headquarters is not just a building it is a symbol of national resilience, modernization, and efficient service to both soldiers and veterans.
A Vision Backed by Strong Leadership
General Muhoozi’s consistent guidance and supervision have ensured that this project remains a national priority. His recent directive to the UPDF Engineers Brigade to fast-track construction within the next 11 months demonstrates his dedication to delivering a modern headquarters that will serve generations to come.
This project also highlights government’s commitment to strengthening the operational efficiency of the Uganda People’s Defence Forces (UPDF). With an estimated cost of UGX 94 billion, the complex will stand as a proud monument of progress in Uganda’s defence sector.
Recognizing the Team Behind the Project
At Smeaton Constructions, we extend our heartfelt appreciation to all stakeholders behind this project:
- The Government of Uganda for the vision and investment.
- The Ministry of Defence and Veteran Affairs for driving the initiative (UPDF Official Website).
- The CDF, Gen. Muhoozi Kainerugaba, for his leadership and hands-on supervision (New Vision Coverage).
Such collaboration between leadership, engineers, and the community is a testament to what can be achieved when a nation unites towards progress.
A Beacon for the Future
The MODVA headquarters will not only enhance defence operations but will also inspire the future of infrastructure development in Uganda. With every floor that rises, Uganda demonstrates its ability to design, engineer, and deliver world-class projects on its own soil.
At Smeaton Constructions, we celebrate this milestone and look forward to more projects that transform Uganda’s landscape while strengthening the nation’s capacity to serve its people.
